Our Story
Founded in 2002 by Donald Smith, HLCG Construction began as a small federal SRM contractor with a singular focus: delivering exceptional quality on every project, regardless of size. Over two decades, that commitment earned Exceptional and Excellent CPARS ratings across GSA, FAA, IRS, DOJ, and Army installations.
In 2024, Team HLCG Construction, LLC was formed as a strategic joint venture — combining HLCG's proven federal construction track record with the program management expertise of The Team Consulting Group, LLC. The result is a uniquely capable 8(a) SDVOSB with the certifications, bonding capacity, and leadership depth to compete for and deliver complex federal construction contracts.
Our team brings 200+ combined years of federal construction management experience. We understand federal contracting — the FAR, DFARS, USACE Three-Phase Inspection, phased construction in occupied facilities, and the agency relationships that make projects succeed.

Bruce Hargrave serves as Managing Partner and Single Point of Contact (SPOC) for Team HLCG, with full contractual authority over the joint venture. He brings 21 years of federal construction program executive experience spanning GSA, CBP, FEMA, and the U.S. Secret Service. Bruce manages a $50M+ portfolio and is responsible for all client relationships, contract compliance, and strategic growth.

Donald Smith
Donald Smith founded HLCG Construction in 2002 and has spent 23+ years delivering senior federal SRM and construction programs for GSA, FAA, IRS, and VA. He earned Exceptional CPARS ratings on the FBI Washington Field Office elevator modernization project and brings deep expertise in occupied federal building construction, phased execution, and quality management systems.

Byron Dillard
Byron Dillard brings 25 years of construction project management experience, including 18+ years at HLCG. He manages concurrent SRM, renovation, and design-build projects across the NCR, applying PMI best practices to schedule control, subcontractor management, and quality assurance. Byron is the operational backbone of day-to-day task order execution.
